We have new Bylaws of Eagle Landing Homeowners Association, Inc. The document begins with a Certification Statement. It’s short: “These Bylaws constitute the base historical version adopted June 1, 1986, as reflected in the Association’s records, prepared in modern layout for board review. Includes revisions made February 26, 2026.”

The Board signed off on the NEW bylaws on March 6, 2026.

I have not read the 13 page document in detail; however, I guarantee that even changing one word of the original document has the ability to change the consequences to almost two hundred property owners by the action and/or desires of seven people on the Board of Directors.

I have four questions:

  1. Why did we need the Bylaws in modern layout for board review?
  2. Why did these seven folks make revisions to the original Bylaws?
  3. Why were any changes not handled with a separate amendment to the Bylaws to make things clear?
  4. Why do we give seven people the right to dictate their desires to almost two hundred property owners?

A survey was submitted to EL residents from the HOA Board asking various questions about dues increases, common area maintenance costs, possible dog walking trails, possible pickle ball court, a hint on the addition of a swimming pool. Why would they be asking these questions unless they were part of a hidden agenda that would be financed by EL HOA dues?

Over $30,000 was spent on an engineering study that was performed on the dam and spillway. To this point nothing has happened in the way of repairs, as it was determined that no repairs were, if at all, needed. Were these funds approved by a vote or who authorized expense that equaled a large percentage of the HOA’s one year income? Does the dam even need repair and where does our responsibility end? The people who have purchased property downstream did so knowing that the spillway was already there.

Dues continue to increase annually with special assessment last year. We are getting sick of increased dues every year with HOA asking volunteers to assist with common area maintenance, instead of financing it from regular dues. There need to be NO more dues increases on the backs of residents, and all property owners, many of whom are retired folks living on a fixed income.

A  pilot friend and I were discussing aircraft hangars one day. He explained that, way back in time, it had taken him several years on the hangar list at the Grand Prairie airport to finally be number one in line to rent a hangar. Even though he doesn't fly as much now, he keeps his plane there, because if he gives up the hangar, he'll have to sell the plane. After checking the airports at Cleburne, Terrell, Corsicana, Mount Pleasant, and even as far away as Atlanta, Texas, there were no hangars available. The manager at the Corsicana Airport told him that their list was so long that they were no longer adding anyone to it.

I told him that there were a few lots with no hangars at our airport at Eagle Landing, and that he could build there, and even move there when he retires in four years. He was intrigued, and asked if any of the lots were for sale. I had to confess that, as far as I knew, there weren't any.

That conversation gave me an idea. If the EL bylaws are to be modified in any way, it should be done in a way that benefits everyone at Eagle Landing. There are a number of large lots along both sides of the airport runway; one or more belong to the 

Homeowners Association. A change in the bylaws that would allow owners of lots at the runway to subdivide into multiple lots, with a minimum one acre each, would gain us additional owners to buy and build hangars and homes at the airport; they would pay yearly dues that would offset the cost of maintaining the airport and help in the overall EL budget.

There is one additional benefit for everyone at EL. If you visit any private airport, like Pecan Plantation in Granbury, which now has two separate airports, Eagles Nest in Midlothian, and almost any private airport in Texas, they are all very neatly kept, the properties are owned by educated, common-sense, and generally very helpful individuals. Eagle Landing would gain that class of individuals who would be an asset to the community.

Here’s one more thought. There are a number of large lots in our subdivision. How about changing the bylaws to allow large lots to be subdivided, with a minimum of two acres, to allow more owners that could not only increase the Association’s yearly income, but that would help increase the value of everyone’s property?

He meant that we have the right and responsibility to be involved in our government, and the decisions that each part of that government makes.

There are over 200 EL property owners; a good number do not live at EL, or do not have a vacation house here. Those in the latter category are obligated to pay as much as those who benefit from any expenses deemed essential, but that are actually frivolous. If you own multiple properties you are obligated to pay multiple times.
